Answer (highlight between the dots, highlight below for explanation). Red-necked Phalarope.

Mick Ilett's photograph of a floating wader should have raised everyone's suspicions that this was a phalarope and the back edge of the partially obscured facial 'tear' mark should have confirmed this. The choice was between Wilson's, Grey and Red-necked. Only the broadly striped back view of a juvenile Red-necked Phalarope fits, even without seeing the needle-like bill.
